Russia attacked a thermal power plant in the suburbs of Kharkiv on Dec. 24, killing one person and injuring 13 others, says Kharkiv Mayor Ihor Terekhov. The attack caused a significant drop in voltage in the city, affecting the heat supply and the work of public transport.
