Europe urges tougher sanctions after Putin no-show, expects to pay for US arms

After Putin’s no-show in Istanbul, European leaders again pressed Trump to back tougher sanctions on Russian energy and banks. Now they believe Europe must carry Ukraine support on their own. They expect U.S. arms will keep flowing only if Europe or Ukraine foots the bill. 3/
