Yermak: possible venues for the meeting are Geneva, Istanbul, Vatican, Saudi Arabia. Moscow proposed [Moscow], Kyiv refused. Budapest was mentioned but not preferred after the 1994 betrayal. Priority is neutral ground and no delay after the WH talks.
