Russia’s territorial demands exceed its battlefield capacity. Putin wants the remaining 20% of Donetsk, including a fortified belt of cities: Kramatorsk, Slovyansk, Kostyantynivka, Druzhkivka. At the current advance rate, taking them would require years of urban fighting.
