Ukraine is scarred by the 1994 Budapest Memorandum. Russia, the US and UK pledged to respect Ukraine's territorial integrity in exchange for Kyiv giving up Soviet nuclear weapons. Russia breached those commitments with Crimea's 2014 invasion and annexation. 6/
