Rise in civilian detentions and terrorism cases in Ukraine

As of December 2025, more than 16,000 civilians are known to have been illegally detained or disappeared. In 2022, there were about 500 criminal cases against Ukrainian civilians. By 2024, the number rose to up to 5,000, with “terrorism” cases increasing by 4,000. 8/
