I don't buy into this assessment. A force can't keep "small unit leaders" (i.e., plt & company) from the front lines, and I'd bet "mid-level" (BN & BDE) UAF commanders are doing much more than "mostly sitting in bunkers." The difference between RU & UAF is competency.
