The Security Service of Ukraine (SBU) and the Office of the Prosecutor General (OGP) have charged Colonel General and former commander of the Dnipro troop group of the Russian army, Oleg Makarevich, with ordering the destruction of the Kakhovka Hydroelectric Power Plant dam one year ago, as reported by the SBU and the OGP.
