The Independent International Commission of Inquiry on Ukraine, established under the UN, recorded war crimes of the Russian occupiers in four regions: Kyiv, Chernihiv, Kharkiv and Sumy oblasts, including the use of explosive weapons of wide destruction in populated areas.
