The occupation 'government' of Kherson Oblast is now led by a former deputy head of government in Kaliningrad. It was formed following a visit by Putin’s aide Kiriyenko. A deputy head of the local council stated that this indicates Russia’s disillusionment with the competence of its collaborators.
