Prosecutors identify another Russian officer allegedly guilty of atrocities in Kyiv Oblast. According to Prosecutor General Iryna Venediktova, Vasyl Lytvynenko, commander of the 64th motorized rifle brigade, ordered his soldiers to kill civilians in the village of Lypivka.
