Nearly 35% of residents remain in Russian-occupied parts of Zaporizhzhia Oblast. Zaporizhzhia Governor Starukh said about two-thirds of the region’s residents currently live in Ukrainian-controlled territories, making it “improper” to even discuss Russia's sham referendums.
