Impunity motivates Lukashenka to commit new crimes. Brutal terror against protesters led to aiding Russia in its war against Ukraine. Recognising crimes against humanity and war crimes is crucial. The ICC, ICJ, universal jurisdiction and ad hoc tribunal don't have to wait.
