Following the second round of talks in Istanbul, Ukraine and Russia agreed to exchange all seriously wounded and sick prisoners of war, as well as all military personnel aged 18 to 25, Ukraine's Defense Minister Rustem Umerov said at a press conference broadcast by Suspilne.
