Zelensky held a meeting with the military, the Security Service of Ukraine, and government officials to discuss protecting Ukrainian infrastructure from Russian strikes. Russia continues to target civilian energy facilities in Ukraine. There are no signs that Moscow is preparing for a change in strategy.
