Lukashenka welcomed the head of the puppet DNR in Minsk, confirming his vassal status under Putin. The dictator serves not Belarus, but Russia and its interests. For Putin, both Lukashenka and Pushilin are loyal tools to wage wars and carry out his criminal policies.
