I saw such “voting” in Donetsk towns under Russian control in 2014. Put the most vulnerable folks who rely on pensions & other assistance in a room overseen by a group of toughs and/or armed soldiers then ask for hands. Can’t dissent & video makes it look like a council meeting. https://
