Mobilization in occupied cities is going to happen. It is a question of time, not when. It really sucks. What Russia shows is that it hits harder the Russian-speaking regions of Ukraine – East and South – and then mobilizes those who have stayed. Despicable. 16X
This would be the first conscription drive in this temporarily occupied territory since its illegal annexation by Russia in September 2022 12/
My view is that some mobilization of Ukrainians in the occupied territories has been ongoing, but likely in rural areas. That would be a typical Russian tactic – start with eliminating people from villages, then move on to cities. 15/
But the effect of the decree is likely to be limited given that a significant proportion of the population of Zaporizhzhia has left the area. 13/
For instance in Melitopol, the largest city in Zaporizhzhia under Russian control, only 40% of the pre-war population remain and half of those consist of ethnic Russians offered work in the city. 14/
UK's MOD reported a decree signed by the pro-Russian governor of Zaporizhzhia Oblast about preparing the necessary infrastructure and measures for military conscription in Russian-occupied areas of Zaporizhzhia 11/
