The Russians have bombed a kindergarten that was being used as a shelter in Okhtyrka, Sumy, Ukraine. Ukrainian Minister of Foreign Affairs, Dmytro Kuleba, called the attack a war crime and has stated Ukraine plans to refer the bombing to The Hague.
