It is very likely that if/when the Russian military withdraws Kherson, it will be using the human shield of civilians it will also be forcibly “evacuating” across the Dnipro.
This would be a grave violation (unsurprisingly) that would nonetheless prevent Ukrainian attacks.

Russians don’t care about civilians in Kherson
All talks about evacuating civilians from Kherson are a fiction. Russians have never cared about Ukrainian civilians and have always ruthlessly abandoned them or bombed them outright. It seems they are trying to use this evacuation as cover to redeploy reinforcements to the right bank.
