Kharkiv regional governor Oleg Synegubov confirmed that Ukrainian troops have already liberated more than 40 settlements in Kharkiv Oblast as part of the counteroffensive. Allegedly, the number is even higher, but it is too early to say, Synegubov told Dumka media in an interview.

I *think* what it means is that they're regrouping on the borders of the "people's republics" to defend them. Trying to conquer Kharkiv as well was always a stretch.
