Russia threatens Kyiv decision centers if Ukraine attacks Russian territory

Current commanders, such as colonels and generals, have been at the front lines giving orders—and getting killed. News like this always makes me wonder if the Ukrainians have carried out another (targeted?) strike on a Russian commander.
