Russia demands that Ukraine surrenders Mariupol. According to Russian media RIA Novosti, Russia's defense ministry said that Ukraine must surrender the city by 5 a.m. on March 21. Russia claims it will then open humanitarian corridors for civilians and disarmed soldiers.

Kyiv center within artillery range from flooded Irpin west bank
Also keep in mind, the Kyiv city center is in Artillery range of the west banks of Irpin river. So with a flooded Irpin, it might be safer for RU to set up Artillery. This all depends on the movements of UA forces and if they are dependent on having to get in and out of kyiv.

Weather conditions affect Kyiv defense and Russian mobility
Depends on who you would like to win. It's good for Kyiv defense, it's bad for mobility. It's bad for a RU attack on Kyiv, makes it impossible. However if it restrict the movement of UA forces, it might actually help RU push further south(but I doubt it).
