He thinks Ukraine will surrender after a quick Russian offensive, after which he'll install a puppet government and declare a fait accompli. But this doesn't work if the Ukrainians are determined to resist, because he doesn't have enough troops to *forcibly* pacify Ukraine.

I think that's what confused a lot of analysts – they were looking at Russian troop numbers and thinking, "that isn't enough to attack and occupy Ukraine, so he can't be planning to attack and occupy Ukraine". But I believe he thinks the Ukrainians will ultimately just give up.
