We were visiting Borodianka because re-construction of the National Police building is about to start! It will be built from the ground up as a fully modern public-facing facility, hopefully serving as a model for future such projects.

Lavrov implies that Russia has legitimate interests in Ukraine. There is nothing legitimate about starting a war. But even if we take his claim seriously and accept that there are Russians in Ukraine who consider themselves Russians (which with rare exception is not true)… 8/
