Apart from targeting cities in WesternUkraine, Russia hit a neuropsychiatric facility is Oskil near Izyum in Kharkiv region. Acc to Kharkiv reg governor Oleg Synyehubov, 330 patients were inside at the time. 50 of them have trouble moving around, 10 more use wheelchairs.
