In Luhansk Oblast, 31 buildings were damaged or destroyed on March 23, including 23 high-rise and private homes. Russia carried out prohibited phosphorus bombings and rocket attacks. Four civilians were killed, including two children; six were wounded, according to the head of Luhansk Oblast at 7:30.
