2.2/ Outside of Kherson, local communities / hromadas are mostly controlled by Russians. Yet, the resistance in Kherson and elsewhere in Ukraine is operational and institutionalized. It is also covert and decentralized. I guess Ukraine learned from recent conflicts in Iraq etc
