1.3/ So, Russia creates a stick and a carrot. The stick: Western fear of uncontrolled and unpredictable escalation. The carrot: give up on Ukraine and this will stop (even if temporarily). This approach worked in 2014 in Crimea and Donbas. Why wouldn't it now?
