The Russian Federation's leadership is considering the formation of occupation "authorities" in temporarily seized territories. According to the General Staff of the Armed Forces of Ukraine, Russia is selecting employees of law enforcement agencies, prosecutor's offices, and courts to be sent to Ukraine.
