This is nasty stuff. It appears to be 9N235 anti-personnel submunitions dispensed from a rocket fired from a BM-30 Smerch MLRS. Each submunition contains 395 pre-formed fragments with the mass of a 9mm bullet. Firing these into a residential area speaks for itself about the attackers' intent.
