Stormy weather tactical advantage for Neptune missile, smart use of radar profile

I wouldn't understate the importance of tactics. The weather was reportedly stormy at the time. The Neptune is a sea-skimming cruise missile, so its radar profile was likely hard to distinguish from the wavetops. Using the storm to disguise the missiles would be pretty smart.
