Russian tanks’ reactive armor issues: ineffective against top-attack, stolen explosives suspected

Two thoughts: reactive armour is nearly useless against top attack missiles like Javelin and NLAW. And also, bizarrely, there've been pictures of Russian tanks with *empty* reactive armour blocks. Suggestive perhaps of the explosive having been stolen and presumably sold off.
