On April 17, nine civilians were killed and 25 wounded in Kharkiv Oblast, most of them in the city of Kharkiv, according to the regional administration (https://t.me/suspilnekharki/v/11399). Meanwhile, Kharkiv residents are reporting on social media that the city has been under heavy shelling.
