The negotiations with Russia have slowed for two reasons—because of the atrocities of Russian forces near Kyiv and the capacity in the Russian Federation to continue hostilities. This was stated in an interview with Radio Liberty by Mykhailo Podolyak, advisor to the head of the Office of the President.
