Not that I expect logic in Russia's actions. But Putin said that "Lenin created Ukraine". I'd assume that the Kremlin would rather not promote the idea of Ukraine being a separate country. Instead, now Russians bring back the monuments of Lenin to occupied cities in #Ukraine.
