Turkey seeks 25% discount from Ukraine for the deal to remove the port blockade. The Turkish military has offered to remove the naval mines, as well as guard the grain ships off Odesa from the Russian attacks. 25% is what it costs for Ukraine to ship by rail, not sea. Fair?
