Governor: Russian forces strike Kharkiv Oblast, wounding 3 civilians. Kharkiv Oblast Governor Oleh Syniehubov reported on Aug. 14 that Russian forces had struck the Zmiivska community. Three people, including two women and a man, received minor injuries.
