Explosions reported in the Russian city of Valuyki, in Belgorod Oblast. Russia's Belgorod Oblast Governor Vyacheslav Gladkov said the city of Valuyki lost power after the explosions. According to Gladkov, one civilian died and two others are being treated in a local hospital.
