NATO Sec Gen Jens Stoltenberg told NBC that liberation of Lyman, Donetsk Oblast, confirms that Ukrainians are making progress and can liberate their land. He noted that Alliance does not cancel the open door policy, but Ukraine's accession requires consent of all 30 NATO members.
