Russia wants to create 24 penal colonies in occupied territories of Ukraine. Moscow aims to create 12 colonies in Donetsk Oblast, 7 in neighboring Luhansk Oblast, 3 in Kherson Oblast, and 2 in Zaporizhzhia Oblast, according to the Kremlin’s decree published on Jan. 24.
