Khodakovsky does not explain why the Armed Forces of Ukraine did not demolish everything in their path when liberating a number of cities in the Kharkiv region. Apparently, it is because for the Armed Forces of Ukraine, these are not "under-cities" but their own, Ukrainian cities. And the goal is truly to liberate, not to destroy.
