Nebenzya claimed that at the time of the strike, a funeral was "being held for a high-ranking Ukrainian nationalist," and that when soldiers are concentrated in any place, "they become a legitimate target." The strike on the Hroza cafe killed 52 villagers, including a 6-year-old.
