Ukrainian NGOs are preparing an appeal to the European Union, calling for sanctions against Russia for blocking prisoner-of-war exchanges. Russia has repeatedly refused to exchange prisoners of war, according to Natalia Yepifanova, head of the 'Warrior Liberation' organization.
