In 12 months of 2023, Ukraine’s state budget deficit and debt repayment needs totalled USD 59.9 billion, while external financing amounted to USD 42.5 billion. There was no monetary financing – the shortfall was covered mainly by the issuance of domestic government bonds. 10/
