Russia faces repression and terror after mass shooting, but remains vulnerable

The March 22 mass shooting is likely to be used to justify a new wave of terror and oppression in Russia. Yet despite the potential spike in repression, xenophobia, and terror, Russia still looks unable to secure itself from potential further attacks.
