The FIDH has called on the International Criminal Court to issue arrest warrants against key figures in Putin's propaganda: Solovyov, Kiselev, Simonyan, Mardan, and former President Medvedev. They are accused of inciting genocide. I would have expanded the list to include Skabeeva, Popov, and Symes.
