Active defense does not mean refraining from offensive actions entirely. Ukraine can respond with localized counterattacks when opportunities arise, but it should avoid initiating large-scale offensives. By causing Russia to incur unsustainable losses over an extended period, Ukraine can constrain the enemy while preserving its own capabilities.
