Russia’s Kursk response slow due to leadership uncertainty, says NATO commander

Russia’s reaction to Ukraine’s recent Kursk incursion was “slow and fairly scattered,” says Christopher Cavoli, the Supreme Allied Commander in Europe. He attributed it to uncertainty over “who is in charge” of the response within Russia.
