Ukraine continues to face a structural deficit of manpower as its leading problem. Mobilization efforts remain insufficient to address these challenges and the significant problem of absent without leave (AWOL) personnel. While the amnesty law has prompted some to return to their units, AWOLs continue to weaken the force.
